Libyan Economic Institutions Push Forward Digital Services for Businesses in Libya

Tripoli, 8 June 2022. Key Libyan economic institutions received awards of appreciation from Expertise France for their support in pushing forward digital services for businesses and entrepreneurs in Libya. In October 2021, the Libyan eJraat portal was launched to offer assistance to businesses on administrative procedures. The platform has since had more than 20 000 site visits and was ranked by the Global Entrepreneurship Registration portal among registration portals with the highest number of users globally. The institutions awarded for their positive contribution to Libya’s digital transition include the Tripoli Chamber of Commerce and Industry, the General Information Authority, the Commercial Licensing Office, the General Commercial Registry, the Export Promotion and Development Center and the Tax Authority.

eJraat is an online portal that displays step-by-step administrative and business procedures in both Arabic and English. Users can use the platform to get acquainted with the exact steps to follow to perform many administrative tasks like registering a business, paying taxes, obtaining a licence or opening a shop in Libya. The portal was developed as part of the European Union-funded “EU for Private Sector Development” (EU4PSL) project under the supervision of the Libyan Ministry of Economy and Trade and the General Information Authority with UNCTAD's technical assistance in partnership with Expertise France.

Libya, through the Ejraat portal in particular, was also nominated for a 2022 Global Entrepreneurship Network (GEN) Compass Award, which recognizes the teams, organizations, and institutions who have contributed to strengthening entrepreneurship ecosystems at the local, regional and national levels in 170+ countries.

Ejraat portal enhances transparency in administrative tasks and is considered a positive step towards increasing the use of digital tools in Libya. This ceremony is an incentive to continue working with the rest of the Libyan institutions and our international partners to develop a digital strategy and establish more digital tools and services to support business owners and create a supportive environment for businesses and innovation in Libya.” said Mr. Abdelbaset El-Baour, President of the General Information Authority in Libya.

Simple and efficient administrative procedures are essential for entrepreneurs to focus on their core task: business. Digitalisation is a key ingredient to making necessary administrative procedures such as registration or taxation simpler, quicker, and more efficient. We compliment Libyan institutions for their dedication to advancing digital services and will continue to offer our support for private sector development in Libya,” said EU Ambassador José Sabadell.

During the event, participating Libyan institutions, the European Union delegation and Expertise France's team also discussed developing further business facilitation tools in Libya as a next step to eJraat. Creating a digital one-stop-shop for entrepreneurs to support the establishment of new businesses and enhance the business environment will be among the priorities covered by the new EU-funded project E-NABLE, which was recently launched in Tripoli to develop digital governance tools and improve digital services for businesses.
